Unable to Award by Quote

 We are using Oracle EBS 12.1.3 and Oracle DB 11.2.0.3 on Oracle Linux. 
We currently use Oracle Sourcing and have had success "Awarding by Line" but when we try to "Award by Quote" we get the following message:

"You have rejected all quotes. No Purchase Order will be created and requisitions will be returned to the requisition pool. You will not be able to make any changes to the award decision after you press Submit."

When we pull the quote back up, we get the Warning:

"An award recommendation already exists for this negotiation. Saving a new award decision will override the existing recommendation. The award recommendation was last saved on 27-Feb-13."
