Importing Error ORA-01403: no data found in Package OE_Order_Cache Procedure Load_Invoice_To_Org

We are having an issue with importing an order.  We get:

ORA-01403: no data found in Package OE_Order_Cache Procedure Load_Invoice_To_Org

User-Defined Exception in Package OE_Validate Procedure Invoice_To_Org

We have entered the Invoice_To_Org at both the Order Header Level & the Line Level manually, but the error remains.  I saw somewhere that Oracle note 5128327 might guide me, but I don't have access to Oracle to find it. (Had access but it's requesting I validate my email address, but I've tried numerous times to send the email with the link & haven't received it so I can verify).
