How to make menu view only?

I am setting up responsibility for UAT. There are some responsibility requires view only sub menus.

BOM_BOMFDRTG_MENU and POS_HT_SP_FULL_ACCESS_MENU to be exact. How to make read only menus? Do I have to make all the function under that submenu a custom function the make it read only? Please advise. Thank you very much.

If there is a step by step guide with images, that would be great.
