The application was unable to establish a connection with the TCF SocketServer at TCF:Host . Please

When user navigate to  GL - INQUIRY - MANAGER from the GL/APINQ/RPT GUI:RCI responsibility they consistently get above error. There are a few notes but I was not able to locate one that can address the issue..

Any help will be appreciated
