Can not login to BI Publisher

Configuring Oracle BI Publisher 11.1.1.6.0 with OEM 12c release 2 on RHEL6
WLS presents the login page but it tells me user name and password are wrong.

I've changed the password for weblogic, BISystemUser, and even a new user (assigned all WLS roles) inside WLS inside myrealm.  Still not recognizing it.

Is there an file entry on the host that would prevent this from working?
