Maine EFW2 rejected

Our Maine EFW2 is being rejected with an error Maine Public Employees Retirement System Contributions Invalid; we don't have anyone who participates in that and therefore, don't have a DBA for it. I tried editing the flat file to put zeroes in to fill positions 298-307 and now we get a different error that says Unable to find State employer account number [ ] for reporting year 2012 for each employee (this is probably because of my editing). Anyone else have Maine reject their file or any ideas on what I can do to correct this? Thanks in advance.
