PAY: Is necessary to apply OracleAS 10g Patchset 10.1.3.x for Oracle E-Business Suite Release 12.1.1

Hi:
I'm currently setting the Oracle Payroll module for a new fresh install for EBS R 12.1.1. Maybe someone can help me because I have doubts if I need to upgrade the OracleAS 10g 10.1.3.x patchset for Oracle E-Business Suite in order to apply the patch number 13418800. The Oracle documentation recommends applying the latest patches the OracleAS, but if I can not install the patch without updating the OracleAS
