How to Restrict ReportOutputLang and ReportOutputLocale in the Siebel Report popup applet ?

Hi,
I am using Siebel 8.1.1.3 and BI Publisher 10.1..3.4.2. I had specified the default ReportOutputLang and ReportOutputLocale in Administration - BI Publisher Reports. But it is still showing in the Report popup applet.

Can you please help me to restrict the ReportOutputLang and ReportOutputLocale in the report popup applet ?
