Freight costs for complete Quote

Hi.I have a requirement to add freight cost (or any other cost) on quotation header level  (Oracle Sourcing).

 For example:

1. Buyer create Negotiation (RFQ) with 3 lines (3 inventory items)

2. Supplier sends a Quote, Buyer enter quote using "Create Surrogate Quote" action.

On supplier quote, beside 3 items, there are also 2 lines for additonal charges (for example Freight and some Documentation)

Buyer should be able to enter those 2 lines on the Quote header level, or add additional lines on the Quote.

Is this possible without new round/ammendment and adding additional lines on the RFQ?

Cost factors on line level cannot be used, since costs are applicable for entire Quote.
