Data seperation across cartridges

Hi all,
I have an requirement to put in place some data seperation bewteen cartridges. I need to hide away a cartidge so that users in one public cartridge don't even know that the other private cartridge exists. I have worked out the worklist part, but I am stuck with the query and reporting functions. Note: it is not possible to remove these functionalities from the public users.

It would be great if there were a means for marking a cartridge as private which would exclude it from query and reporting except from users in the workgroups with tasks of the private cartidge.
