Changing the order of a smartlist in EPM Application

 I have a smartlist and the business asked if I could change the order.  I went through dimension library, changed the order of 2 Smartlists, then I deployed the application.  I went into the application Administration->Application->Refresh Database.  I refreshed the outline.  When I went into Administration->Manage->Smartlists, I looked at the smartlists that I had made changes to, and they look correct.  When I am run by business rule the smartlist that I am choosing did not change at all.
