Business rule doesn't always run

I have a business rule on my planning form that runs on Save and on Load.  When a user attempts to open this form in SmartView, the rule runs a small portion of the time.  She did, however, find out that if she entered the numbers, in SmartView, by using Supporting Detail, it will run the rule every time.  I have gone through and the same thing happens to me.  It will run like 1 out of every 25-30 times, maybe.  If I am on the web it will run 100% of time after save and on load.
