Action Link results in Form Error

I have a report in table layout.   I have action links in opportunity name column so user can drill down to each record.   However, when I click on the action link it gives me a "Form Error: No record available."  Also, in every section of the record, it has the following error message: This operation is not allowed when there are no records displayed. Please execute a query that returns at least one record or add a new record.(SBL-DAT-00215).  I have an administrator role so I should be able to see all the records. Further, when I deploy this report (through a dashboard), how would I
