Is necessary to update the latest version for OracleAS 10g in order to install the patch R12.HR_PF.B

Hi:
I'm currently setting the Oracle Payroll module for a new fresh install for EBS R 12.1.1. Maybe someone can help me because I have doubts if I need to upgrade the OracleAS 10g 10.1.3.x patchset for Oracle E-Business Suite in order to apply the patch number 13418800. The Oracle documentation recommends applying the latest patches the OracleAS, Can I install the patch 13418800 without updating the lastest version for OracleAS 10g?

Let me explain in detail in order to apply the R12.HR_PF.B.DELTA.5 (13418800) with the note 1456556. In this note talk about to apply two patches (12794417:12.1.0 and 14069503:R12.ATG_PF.B). the prerequisites  to apply those patches is apply first the patches R12.AD.B.delta.3 and R12.ATG_PF.B.delta.3 in order to update 12.1.1 to 12.1.3.
