Questions regarding upgrade from 11.2.0.1 to 11.2.0.3 in R12.1.1

 Hi Team,


1. I'm currently on 12.1.2 of Oracle E-Business Suite. Should I also apply Patch 7303030?
2. After applying 9062910  successfully, I've tried to download 8919489 .
It has a Turkish part and two US  American files named as p8919489_R12.TXK.B_R12_sq_p.zip and p8919489_R12.TXK.B_R12_sq_p.zip (same files with same file sizes)
whenever OI try to apply Turkish patch, it asks me to install US English first. Then I attempt to apply US English, it extracts itself into a directory called 8919489_SQ then,  but can not save two files with the same name. Is there a mistake?
