Dealing With The Harvester In 12c and What To Do About It

There have been a few customers expressing their frustrations of the usage of the Harvester in other threads and how to troubleshoot it.  I figure it deserves it's own thread and we should open the floor on this issue to help customers get past any sticking points.  At the moment, we have Note "Tips and Tricks on Debugging the 12c Harvester (Note.1368676.1)" which is considered to be an 'active' note since it's used as a reference to any issues that may arise via SRs or Defects that are caught here in Support.  

We also have an 11GC flavor of the same Note for those still on EM 11g Grid Control :
