Problem with LPNs with no contents

We have a problem with several LPNs with no contents. When we look on Material Workbench for any LPN from this list, we do not see the part that was packed.  However, the subinventory shows quantity.

We are only trying to transfer stock from one subinventory to the other, but now we are stuck.  Even a manual drop does not work as WMS says it cannot process the task. 

In this situation, what have you done?  Could we use the Forms and create a Move Order to transfer the stock.  Then, we transact the move order with Forms.  The LPN would be orphaned though.
