frequent Log Switches, Smon 100% cpu but no users in the database

Hi.

I have 1 oracle 11.1.0.7 instance on a redhat linux 5 which continues log switching every <2 minutes even though there are no active users on the system.

I have increased the size and number of log files to prevent the Checkpoint failed errors and seemed to have helped a little. I now have 24 redo logfiles 10 of them are 54MB in size, 14 256MB.

With this number the majority is active, 1 current and 1 inactive which at least prevents the Checkpoint not complete messages in the alert log but I have no idea which process is generating the log entries as there are no transactions happening.
