Null Tag for CC in Email Bursting

I have a requirement to include an CC in our email bursting. I noticed that when this field is NULL in ths ource data, BI Publisher substitutes another value. In this case it seems to be the name of the RTF template. ANybody else ever run iinto this? I would hope that BI would just not attach the CC to the email when it is NULL. Instead, our users are getting confuded when they say the template name in the CC field
