11.2.0.3 upgrade: steps to recover Enterprise Manager needed

I recently upgraded my 11.1.0.6 Oracle Server to 11.2.0.3 [using Document 837570.1].  I completed step 10 "Backing up Enterprise Manager Database Control Data" along the way. 

When the upgrade was completed, I found there was no documentation on using the OEM backup.

1. I considered building OEM from scratch using DBCA.  Failed "Password file may be missing or configured incorrectly"

So, still looking at downgrading OEM by using the backup.  Or, may try the EMCA repos drop/recreate options.  I'll wait a little while for responses though.  Thanks!

Environment:  Single database, RHEL Linux 5, after an upgrade from 11.1.0.6 to 11.2.0.3
