Dashboard Prompt Not Filtering Data by Year

In my report, I included a Created Date column.  I've formatted column to only show month, day, and year (exclude time).  In my report, I set filter to Created Date "is prompted."

So on the dashboard I created a prompt so users can control data they see by year:

EXTRACT (YEAR FROM Created Date) is equal to or is in  Multi-Select   All Values    Report Defaults

When I tested prompt,  it is not filtering data at all. It just shows all data from all years.
