No rows in MSD_DEM_ENTITY_QUERIES after applying 13833266

We are in DILO testing of our R12 upgrade. After applying R12 eBIZ patches to our PROD3 DEMANTRA BIZ instance, MSD_DEM_ENTITY_QUERIES table has zero rows. This same process was following with another environment and MSD_DEM_ENTITY_QUERIES has data.  13833266 should have loaded data.

I found that msd/12.0.0/patch/115/import/msddemeqy.lct is the file that loads the data.  The adworker log shows no error for msddemeqy.ldt.  Here is the exerp from the log:
