Form Personalization on Sales Order Form

Hello
I have requirement having Project Number and Task Number as required fields in Sales Order Line, I tried using Form Personalization using 'When Validate Record' event and making the fields required. But even though the field is showing as yellow but system allowing  me to save the order line without these fields? Any input?
