TNS-12564: TNS:connection refused

We have 5 oracle client server  that is lnx068, lnx069, lnx070. lnx071 and  lnx072 which have been running since 2011 without any issue. Today we had an issue with database TNS connectivity while connecting from client to database (prmd) with Application user’s credentials,but  if we login with the ORACLE user then we are able to connect without any issue.

 

No issues found in two of the clients (ie lnx068 and lnx069). Later on we found the tnsnames. ora file’s permission was different in these servers (lnx070. lnx071, lnx072) so we have changed the permission  and it worked fine.it was working fine since 2011 but suddenly there is this problem, any leads to identify the cause for this, where to check or if any other reason for this issue please let me know Thanks Advance !!!
