How to define specific tax rate according to the SHIP-TO Location in Purchase Order ?

How to define specific tax rate according to the SHIP-TO Location in Purchase Order ? (eg. when the Ship-To location is in Country Singapore , the default tax rate is 7% ; other than Singapore , it should be 0% )
