FW to WCS upgrade - version

Hi,

I have applications with multiple Fatwire instances with versions less than 7.0, 7.0, 7.5, 7.6 and 11gR1.

We would like to upgrade some of these instances to Webcenter Sites 11gR1BP1 (one by one). Some apps have heavy customization.
Question:
1. I guess we have to first upgrade to 7.6 patch 1 or 2 and only after that we can upgrade to 11gR1BP1. Is that correct?
2. (Or) is it better way to do a fresh install for 11gR1BP1 and then move the content to the new 11g instance? Make appropriate changes to customization and then apply those changes in 11g.

Please provide your suggestion. Thanks.
