Media object viewer setting

how to change setting in media object viewer? as default JDE show text icon to attach text directly in media object viewer. Our client report that the text menu disappear in their Production Environment. I not sure text menu disappear because there is a file attached to the document.  How to appear the text menu again? i upload screen to analyze
