Certain Items coming up with different price when entered at different lines in Oracle Quoting

Certian Items when entered at line-1 ($19) the price is different when they entered at line-2 ($30).   User expecting $19 to be applied even the line entered at line-2 as well.

Navigation: Oracle Quoting-->Quoting-->Enter the customer details-->enter any item at line-1-->enter the problematic items-->notice the price is $30

If the same problematic item entered at line-1 and any items at rest of the lines then the price is coming up as $19.

Checked the pricing setups but couldn't find any flaw.

If anyone comeacross this kind of situation, please help.
