Exadata X3-2 1/8 Rack

We offer the Exadata X3-2  1/8 Rack as database machine . But customer concerned that  8 core of the database server can not support the workload as one database server crashed . Also is it possible to enable another 8 core of the database server during the down time of one database server as a workaround ?
