EEX 9.1 Self Approval Not Working for All Admin Roles

We are implementing Expenses 9.1 and are updated through bundle 23.  The Self-Approval functionality is working correctly if the Admin Role on the Process Definitions is UPG_ALLPANLS.  If we change the Admin Role, the self-approvals stop working.  We have been unable to figure out what the difference is between UPG_ALLPANLS and the role we want touse.  Can anyone help?
