Why is this field used?  What was the benefit purposes of applying a processing option here? Pre-Payroll Processing Options P07210

How is this different then using the W,R,N in the national fiscal screen by employee or the additional overrides in tax overrides to setup formal reciprocity certificates?  I would like to understand the business purpose behind this field.
