Accrual Reports have Commas and Don't total

I have issues with the Misc. Accruals and the Summary Reconciliation report returning commas in the values, and having a report total of NaN. 

The interesting thing is that this only occurs in one of my test instances, even though the code levels for the reports and the load process are the same.  This issue was affecting the AP/PO Recon report until we applied a patch that brought it to the current code level.  The code level should be current for R12.06.
