Reinstalling Windows 2008 , Database is installed on External disk. Need help.

Hello Experts,
Oracle Database 11g is Installed on an external drive (X:), on an Windows 2008 Server. Its a dedicated database.

Now the user wants to re-install the Windows OS but use the Oracle as it is without affecting existing oracle installation:
 
Please suggest:

A) do I need to re-install the Oracle database also?
or is it OK to use the already installed Oracle in external drive by just remapping to X: ?
C) if yes for B , then what all should I keep in mind before I do so ? Please suggest steps.
D) Also what about Oracle services , how do I re-install the Oracle services in windows??
