Can condition and Factor set be applied for a specific supplier?

We have the below requirment.

There is a supplier called VEFIFONE SINGAPORE PTE LTD and he supplies taxable and not taxable expense items.

if the distribution gl code 17500 asset clearing a/c then tax should not be calcualted for this supplier only.

This can be done through factored and condition set.

But not sure this condition can be assinged to a specific supplier?
