FSG Row Set Assignments

I am looking to revise a row set that eliminates certain Orgs with specific account ranges from the report.  Currently the row set is set to (-) remove the Orgs with the account ranges and then there is a line to (+) include all other Orgs within an account range that is slighty different.

Doe this make sense or is a better option to create a Org Parent that includes all Orgs except the ones I wish to remove?  Would this work and produce the same data? Example of current setup is below.
