Prevent Encumbrance from Posting to Secondary

Current Situation:

Primary Ledger is a Modified Accrual - setup as Accrual with Encumbrance Accounting

Secondary Ledger is Full accrual - setup as Standard Accrual.

Everything from Primary is going to the secondary upon posting.  The problem is that Encumbrance entries should not be going to secondary.  Is there a setup or flag that will allow this to be turned off or prevented?
