After Migrating the Operating System to Linux 64 Most Receivables Forms Fail to Generate

Hi,
We have migrated our 12.0.6 Oracle Applications instance to Linux 64 bit platform. 
We have followed Metalink note 438086.1. 
We had generated the manifest file according to the instructions an uploaded to https://updates.oracle.com/PlatformMigration We then received customer specific update patch. 
After finishing all the steps in Metalink doc. # 438086.1, we successfully completed the instance migration to Linux. 
We later found many forms issues. 
We discovered that many of the *.fmb files do not get compiled to *.fmx output by the adadmin utility. 

For instance, under $PO_TOP, all of the PO fmb's will get complied but none of the RCV fmb's get compiled.
