Folders Created by Payables users did not upgrade

We faced one issue in payables - invoice creation workbench. Folders created by users in 11i did not upgrade when we upgraded from 11i to R12. We had to recreate folders. Just curious is it normal or we have some pre upgrade steps to make sure folders also upgrade and remain valid in upgraded instance.
