Siebel installer hangs at step "Executing custom executables" at 80 percent complete

I'm attempting to install base 8.1.1.0 SIA on a RedHat Linux 4.8 machine.  The install appears to go fine until I reach the 80 percent finished mark for the step "Executing custom executables."  Looking at the log it is haning on the following operation:

(Mar 6, 2013 3:22:40 PM), Setup.product.install, Utility, msg1, Launching: ksh -c /siebel/siebsrvr/bin/siebelmwsslsetting.ksh /siebel/siebsrvr

I am at a lost as to what is causing the problem.  Does anyone have any ideas to solve my dilemna?
