PL/sql lock timer wait event for "Validation Of TDS Invoices (TDS Invoices Validation)” program

Hi,

we observed "Validation Of TDS Invoices  (TDS Invoices Validation)”  program having PL/sql lock timer wait event for long time. At a time more number of
"Validation Of TDS Invoices  (TDS Invoices Validation)”  prgram got submitted and all got the same wait event. Due to this they hanged for around 45min and 250+ concurrent programs remains in pending state.


we got this Issue  yesterday in Our Production DB. Due to this all users faced problem for more than 2 hrs.

Please guide me the action planing in this situations.
