Supplier Bank error - already exists in this country

We are running Payables 12.1.3 and wish to apply the Aug 2012 recommended patch collection, but in testing the RPC have come across a problem with supplier bank accounts. When attempting to create a new bank account for an existing bank the following error is returned:

This bank already exists in this country.

The message does not make sense because it occurs when using an existing bank and branch (only the bank account is new). Also the problem only occurs when the branch name/number is entered first and allowing the bank name to auto-populate. It does not occur when the bank name/number is typed before the branch name is selected.
