Working on a fresh 12.1.3 install on Windows 2003, I was doing all steps in note 437878.1 as part of the post-installation tasks on page 5-4 of the Oracle E-BS Suite Installation Guide using Rapid Install.

Before starting I checked and EBS R12 was up and running without any problems.

These were my actions:
- stopped all services on the application server through %ADMIN_SCRIPTS_HOME%\adstpall apps/<pass>
- copied both C:\Program Files\Oracle (location of the inventory) and \oracle\<SID>\apps\tech_st\10.1.2 (location of %ORACLE_HOME%) as backup
- installed patch 5983622
- checked to see if opmn or IAS Console needed to be stopped (they were not running)
