API to format HR_LOCATIONS addresses

Hi,
I am working on R12.1.3.
I already know about HZ_FORMAT_PUB.format_address that enbales formatting addresses from TCA, stored in HZ_LOCATIONS.

I am looking for an equivalent API that will help formatting internal addresses stored in HR_LOCATIONS.
