Tools upgrade ESU apply

HI,

We are on process of upgarding tools 8.98.4.8 to 9.1.2.3.

Now my query in this regard is :

Q1) Is there any manual method to deploy TL910001 and TL912001 to a pathcode without using Change assistance(deployment server)??

Q2) The deployment server reference guide says that we should only apply these patches once at first time of tools installation. That means once per pathcode after installation of new tools upgrade.. am I correct?
