arabic printing issue on ibm iseries 6.1

dear all 

need help to solve the issue .

after upgrade to E1 9.1  TRLS  9.1.2.3   . from E1 8.12  TRLS 8.98.4.6    .  all  our  line printers  which  configured on iseries  has an issue with  arabic printing .

the arbic work   for example   (  محمد )    is   shoing as seperate charecter   ( م ح د)   not joined to reflect the word   this issue is only when i view it from  Iseries (spool file ).    but when i veiw from  the  

E1  work with submitetd job the PDF output is prfect .

i have changed the  font to other type  with same result . using p98980   and  copied all the fonts  to  truetype  folder .
