When to apply patches during upgrade from 11.1.1.3 to 11.1.2.1 ? After installation or after configu

Hi,

I am about to upgrade below EPM products from 11.1.1.3 to 11.1.2.1 release:

HFM

Foundation

FR

R&A Framework

EPMA 

There are PSUs for each product. 

In 11.1.2.2 documentation, upgrade section, it is stated in Step8:

"After installation, use the EPM System Defects Fixed Finder on My Oracle Support to determine whether any patches are required for your environment. If required, apply the patches after installation."

In 11.1.2.1 documentation, application of patches are not mentioned.

So, my question is, when to apply patches during upgrade, after installation or after configuration ?
