TNS-12358 Error

We have installed 11gR2 11.2.0.3 client on a new RHEL 5.x 64-bit server and are configuring Oracle*Net to access a remote database and are encountering "ORA-12538/TNS-12538: TNS:no such protocol adapter" errors.

We are currently investigating and wondering what the best way of verifying that the appropriate (TCP) adapters are in place and available? Note that we do not have the $ORACLE_HOME/orainst/unix.rgs file indicated by Oracle Note 21472.1.

Can anyone advise on diagnosing the cause of the error? Thanks.
