Administrative Web Services - Exporting Configurations made after a certain date

Hi,

 Is it possible to export the configurations made after a certain date using Administrative web services ?.

The WSDL files do not seem to provide a "Last Modified Date" tag. My intent is to export just the delta configurations made in the Staging/Dev environment after a previous Production release and publish those changes to Production. This would be a cleaner way instead of the manual work involved currently to promote the changes to Production.
