Incorrect timezone in BIP standalone 10.1.3.4.2 on Windows

I have an BIP Standalone instance on WIndows version 10.1.3.4.2 and it reports an incorrect timezone when scheduling reports.

It reports GMT even though the server timezone is GMT+10. I have changed and checked the preferences page and they display GMT+10 but it is not using/recognizing this setting.

It is very hard to schedule reports if the timezone does not match.

I have tried/looked everywhere but can't find any useful information.

This issue does not seems to happen on a Linux installation.

Any tips/suggestions are welcome.
