Project Chartfield used in Asset Management

I am looking for some information on how the Project ID can be used within Asset Management in PeopleSoft 9.1.

There are some places in the system where the Project ID appears to be keyed by SetId.  There are others where it is keyed by project Costing Business Unit.

Do we have a choice to setup some Projects as a Chartfield (and if so, where do I do this) vs using a Project Costing Project ID?
